This kind of pavement repair is when contractors remove the top layer of damaged asphalt and replace it with new. Milling is a specialized process that grinds down that top layer without damaging anything underneath, and it also leaves a textured surface that helps new asphalt adhere properly.
Resurfacing is only recommended under the following circumstances:  
  • Cracks, potholes, and depressions have been filled so that they won’t reflect through the new top layer.
  • The underlayers, including the gravel aggregate base, are undamaged and able to withstand milling and resurfacing.
  • The asphalt pavement is not over twenty years old, and any cracks are less than a quarter of an inch wide.

Sometimes deep potholes or cracks can go all the way down to the gravel aggregate layers and create structural damage. An unstable base, large cracks, or deep depressions will cause damage to reflect through any new asphalt layers, so resurfacing won’t work. A full asphalt replacement is the final solution for pavement that has this kind of serious damage throughout all the layers.

Next, they repair any damage to underlayers and fix drainage issues. Then they can replace the aggregates and compact them for stability.
